What Is the Development Support Program?
Originally proposed in early 2016, then adopted fully by the government in Vanuatu in April 2017, is the Development Support Program (DSP) of Vanuatu. The whole idea of this plan is to stimulate Vanuatu economy, create jobs locally, and to maintain a nationwide balanced budget.
The DSP is one of the more recently passed pieces of legislation that the Vanuatu government has enacted to attract and facilitate investors from other countries. Vanuatu has even altered its Constitution to recognize citizenships that are either dual or multiple in nature. It appears to have worked, as Vanuatu is now thriving as a country.

If there were no benefits to Vanuatuan citizenship, people would not do it. Since Vanuatu has become so popular in recent years, there must be many benefits. So, what are they? They are as follows:
• Successful applicants are not required to have residency here.
• Citizenship programs that are family-friendly
• Access to over 145 different countries, visa free for many of them
• Permission to apply to visit Australia and the United States
• An absence of tax treaties
• Guaranteed banking and commercial privacy
• No wealth, income, or inheritance taxes
• Each successful DSP applicant receives a Vanuatuan International Company
• All applicants who received the company also get a bank account in Vanuatu with NO additional fees required.
What do you need to know?
If an applicant can provide proof of each of these following requirements, their Vanuatu citizenship desires should be fulfilled.
• First the applicant must be over age 18 and below age 65 at the time of submission.
• In the very beginning, the applicant must pay the government due diligence fees of $5000.
• The remaining fee amounts must be deposited upon receiving FIU clearance.
• All applicants must prove they do not have a criminal record. This is done with a recent and certified police clearance from their country of origin.
• Every applicant has to be able to support themselves and their dependents without a reliance on employment or business income that was arranged in Vanuatu.

Due Diligence – Stage 1
• Each person in his or her family that the main applicant is applying for needs a completed and signed Stage 1 Application form.
• They also are required to have a color scanned, certified copy of their existing passport.
• Each person who is applying must have a color scanned, certified copy of their photo identification card.
• A CV for each, Principal and Spouse applicants.
• Each person must have a Police Clearance Report from the country and jurisdiction he or she has lived in for the past year. Children need to have one of these if they are over age 12.
• All due diligence fee money.
Submission – Stage 2
The following is a listing of the required documentation for Stage 2, Submission process for Vanuatuan citizenship applicants:
• Birth certificate for each applicant
• Proof of address documentation
• Completed stage 2 application form. Must be witnessed and signed.
• Self-declaration asset proof must be certified.
• Each applicant needs a medical checkup certificate.
• Proof of employment from his or her company or, if self-employed or retired, proof of self-certification
• Bank reference letter
• Six passport photos. One each for primary applicant, spouse, offspring, parents of primary applicant.
• Proof of relationship documentation for each person listed above.
• Only for dependent applicants – proof of dependency with details.
• Completed, witnesses, and signed Passport Application Form.
• Full fee for Stage 2 – Submission
**It must be noted that samples of each of the above-listed documents should be able to be obtained from the agent who will process your application.
Information about Fees
The fees for Vanuatu Citizenship differ, depending on how many people in one family are applying. There is a minimum fee mandated by the government of anywhere from $130,000 in United States dollars for a lone applicant to $180,000 for a family of four. If there are more than four people in a family, additional fees will be required. There is no limitation on the number of people under one application.
Important Facts Regarding Vanuatu Citizenship
The committee meets two times per month to consider applications. It will make its decision on whether to grant citizenship based upon the following criteria. If this criterion is met, there should not be anything preventing the Committee from granting you and your family citizenship. Here is the list:
• Results of your due diligence clearance which is conducted by the FIU.
• Stage 2 documentation completion and satisfactory submission.
• Proof of clearance of Stage 2 funds via the NBV
• Evidence of the deposit of those Stage 2 funds into Vanuatu government account.
Fees and costs
As per Regulation Order 33 of 2019, the following approved government selling prices are applicable for marketing purposes:
The Financial Intelligence Unit fees USD 5,000 (Background check fees)
1. For a single person – the selling price must be not less than USD130,000;
2. For a married couple – the selling price must not be less than USD150,000;
3. For a married couple and a child under 18 years old – the selling price must not be less than USD165,000;
4. For a married couple with two children under 18 years of age – the selling price must not be less than USD180,000.
5. Additional family member: USD 15,000
6. Passport fee: USD250 per passport (Valid for 10 years)
7. Citizenship Certificate: USD100 per each applicant or family member.
